Most municipalities have ordinances prohibiting "livestock" to be kept within their corporate limits. For a number of reasons it is very important, (if not essential), that a lease be established between the agency and the owner of the horse. The lease will typically establish the conditions of the use of the horse, any compensations by the agency (lessee), assignment of responsibilities and limitations of liability. Such leases at one time were often only for $1.00 annually. There was recent discussion that for the lease to be enforceable, the lease would have to be for a minimum of $10.00 annually and the payment actually cashed.
