Police Horse Stables Within Corporate Limits

The State of Florida lists "horses" among the animals defined as "livestock". Most municipalities have ordinances prohibiting "livestock" to be kept within their corporate limits. Does anyone have any experience with or information about getting approval to place a stable for police horses within corporate limits where such an ordinance exists short of having the ordinance rewritten?
